The U.S. Embassy in Mexico City is seeking a professional event production company to design, build, equip, staff, and manage its booth at a trade show in Mexico City, with on-site execution scheduled from June 10 to June 21, 2026. The contract requires comprehensive services including booth design and infrastructure, utilities, kitchen equipment, audiovisual systems, promotional materials, photography and videography, staffing, and daily operational support. All work must comply with both U.S. and Mexican regulatory standards, with strict adherence to safety protocols including fall protection, electrical safety, hot work permits, and hazardous material handling as specified by OSHA, NMX-S-058-SCFI-2005, and U.S. Embassy policies. Contractors must submit a complete technical proposal in English via SAM.gov by April 29, 2026, and must be actively registered in the System for Award Management (SAM) at the time of submission—failure to do so renders the proposal non-responsive. The contract will be awarded on a firm fixed price basis using a Lowest Price Technically Acceptable (LPTA) methodology, evaluating technical acceptability and responsibility first, then selecting the lowest priced qualified offeror without negotiations. Key deliverables include a Safety Plan, Payment Registration for USD transfers to a Mexican bank, adherence to U.S. Department of State branding guidelines, and submission of insurance documentation for local EPS and ARL coverage. All personnel must be cleared for site access, comply with daily safety briefings, abstain from alcohol or stimulants, and use approved PPE. High-risk tasks require advance permits, two-person teams, and certified equipment, while prohibited activities include use of scissor scaffolds, wearing jewelry during work, and smoking outside designated areas. Invoicing must be submitted electronically through the ILMS Vendor Portal, and all hazardous chemicals require accessible Safety Data Sheets. The place of performance is the U.S. booth at Av. Juventud Heroica, Chapultepec, Mexico City, with FOB Destination terms applying. No small business set-aside is in effect, and offerors must not provide products or services linked to BYTEDANCE or other restricted entities under federal orders.
