The Illinois Housing Development Authority (IHDA) is seeking a qualified vendor to provide and implement a comprehensive Human Resources Information System (HRIS) to support over 350 employees. The scope of the project includes human capital management, payroll, benefits administration, recruitment, onboarding, and a customizable Learning Management System. Key functional requirements include employee self-service portals with approval workflows, semi-monthly time and attendance tracking with tenure-based accruals, and an applicant tracking system that integrates with Microsoft Outlook.
