PDF Form Filler
Upload a PDF form or start from an official federal proposal form, fill it in your browser, and download the completed PDF. Free for government contractors.
The free CLEATUS PDF Form Filler completes Portable Document Format (PDF) forms, such as Standard Forms (SF) and agency forms. It finds the fields for you. You type your answers and download the completed PDF. You do not need an account.
Fill a form
Upload the PDF
Drag the file onto the page, or click to browse. The tool accepts PDF files up to 50 megabytes (MB).
Check the form pages
Artificial intelligence (AI) sorts the pages of the document into forms. On the Select Form Pages screen, select pages and click Create Form to make a new group. Then click Continue.
Let the tool find the fields
The tool reads the fillable fields that the PDF already has. If the PDF has no fillable fields, AI finds the fields on the page images.
Fill the fields
Type in each field. To add a field that the tool missed, drag Text Field from the left panel onto the page. Click Auto-detect Fields to scan the form again.
Download the PDF
Click Download Filled PDF. If the document has more than one form, click Download PDF and select an export option.
Start from a federal proposal form
The form filler page has a Federal proposal forms section. It holds five official General Services Administration (GSA) forms: SF 330, SF 1449, SF 33, SF 1442, and SF 30. You do not need to upload these forms.
- Click a form card to open its guide. The guide explains when to use the form and what you need. It also has instructions, a worked example with fictional values, and a Before you submit list.
- Click Fill and the form number, for example Fill SF 1449. The form opens in the form filler with its fields ready.
- Fill the fields, then download the PDF.
To get the blank original, click Download blank PDF on the guide. If your solicitation includes its own copy of the form, click Use my solicitation’s copy and upload that file instead. Always follow the instructions in your solicitation.
If you already have a form saved in your browser, the form filler asks first. Click Continue saved form, or click Replace with blank and the form number. Download your saved work first if you need to keep it.
Export options for a document with more than one form
- Export Current Form: only the form that you have open.
- Export Full Document (All Forms Filled): the full PDF, with every form filled.
- Export Form Pages Only: only the pages that are part of a form.
Where your data goes
The tool saves your progress in your browser, so you can come back to a form later. When a PDF has no fillable fields, the tool sends page images to CLEATUS for AI field detection. To start again with a different file, click New PDF.
Fill forms inside a proposal
